CTMA Cooperative Agreements:

Universal Synaptics utilizes the Commercial Technologies for Maintenance Activities (CTMA) Cooperative Agreement (CA) process to deploy Intermittent Fault Detection technology to the DoD sustainment community. This collaboration through CAs allows for IFD technology promotion, development, demonstration, and transition to the sustainment community supporting the warfighter. Cooperative Agreements are legal agreements to conduct R&D that is mutually beneficial for all while getting new, innovative technologies into the hands of those improving materiel readiness across all DoD services.

Captains of Industry (COI)

Program Name:  Defense Logistics Agency’s Captains of Industry (DLA-COI)

Issuing Customer:  Defense Logistics Agency – Richmond

User:  U.S. ARMY, U.S. AIRFORCE, U.S. NAVY, U.S. MARINE CORPS, U.S. COAST GUARD, Foreign Military Sales, any USG Organization

Description:  Broadly written Scope set up with Four (4) Phases and established Terms and Conditions to cover Spares and Repairs, Research and Development and Production

Phases:

  • Phase 1 Sole Source and Depot Level Repairable (DLR) Parts
  • Phase 2 Depot Maintenance Level Support
  • Phase 3 Performance Based Platform Support
  • Phase 4 Multiple Depot and Platform Performance Based Logistics (PBL)

Contract Type:  No restriction on Contract Type (FFP, Cost, IDIQ etc.)

Funding:  Not required during Solicitation/Award

Value:  $3.5B Ceiling

Period of Performance:  10 year

Benefits:  Contract can be sole sourced to Lockheed Martin, preventing costly solicitation time/cost, Terms & Conditions are agreed to but can be altered by program if needed, using organization has the control, once on contract, to modify, increase or decrease the effort as needed

Equipment Procurement and Sustainment (EPAS)

Program Name:  Equipment Procurement and Sustainment (EPaS)

Issuing Customer:  Command Fleet Readiness Center (COMFRC)

User:  U.S. NAVY, U.S. MARINE CORPS

Description:  Support depot level maintenance operations, various industrial plant equipment along with equipment sustainment efforts are needed to adequately support and meet various fleet aircraft schedules, contract is a Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Contract (MAC), can be executed under Functional Area 12, Test Equipment

Phases:

  • Phase 1 CRFC Identifies Equipment Requirement under Functional Area 12
  • Phase 2 Solicit to Only Companies Award under NAWAD EPaS – Lockheed Martin N68335-19-D-0075, SF33—Award Document
  • Phase 3 Reduced documentation Proposal Cycle – much of the details e.g. Quality, Performance, CAS, general Tech Vol already complete
  • Phase 4 Contract Vehicle can Equipment delivery, installation, training, repair, sustainment

Contract Type:  No restriction on Contract Type (IDIQ, FFP, CR, CPFF or combinations , Contract Minimum Value $1,000)

Funding:  Not required during Solicitation

Value:  $248M

Benefits:  Major portions of typical contracting volumes already reviewed and accepted (not required again), reduced solicitation response time and review timeline

Contract
